This has reference to the press report in Pune Times – Eastside Plus dated, 6th Feb 10 under the title “THE RIGHT FOCUS”
It is reported in the above report that Mr. Zagade believes “Peoples participation is important for a city to grow. People know problems at the grassroot level and administration must involve them in the development process”. Why Mr. Zagade, do not apply this to our repeated representations and involvement on the subject. We would like to have his item wise comments on the various issues raised by us on the subject. -The proposed “Type of Metro Rail” being planned for implementation needs material change in the interest of the citizens. Mr. Zagade, must ensure a face to face dialog on this issue with us, which he has since 9th June 2009, evaded.
He further adds “last but not least what about metro rail?” We are doing our bit with a strong plan. It can be worked out, let us see what happens”. We have repeatedly explained that the Metro Rail, as planned for Pune City, is not in the overall interest of the citizens and the DPR, which has not been properly prepared, needs a complete review. When the citizens have delegated certain powers to PMC Commissioner, we find that they are “working wonders” against the interest of the citizens. The citizens are not able to appreciate the strength in his “strong plan” for Metro Rail, except that his plan has limited life at an exorbitantly high cost, favoring the commercial interest of the overseas manufactures and consultants, by imposing heavy taxes on the citizens. We feel, it is his responsibility, to have a debate on the subject and clarify to the citizens and justify “the strength of his plan”. If he waits and watches what happens the “hell” would be created on this land.
Mr. Zagade concludes by saying that “An able administrator should have foresight; one must think say 10 years down the line looking and pace of growth in cities” This is exactly what the citizens of Pune and experts in railway subject have been repeatedly telling MR. Zagade for ensuring a long term planning of metro rail for a period of 100 years. He, however, on the advice of DMRC, accepts the narrow vision metro rail planning with capacity life limited to 25 years only. I would like to question the “foresight” of this able administrator, who on the subject of Metro Rail, gets guided by the direction of his bosses and politicians and attempts to hurriedly get this “high cost low capacity Metro Rail project” approved by Standing Committee and General Body, without involving the citizens and justifying techno-economic merits of this project.
I would like Mr. Zagade, the PMC Commissioner, to record his comments publically on our all observations.
